True, he could be both. I'm willing to entertain the premise that evil does not apply but as Whittle points out, that doesn't matter if the result of dumb decisions is the same as if they were evil decisions. And the results (and often lack of results) do speak volumes.
Utterly clueless. The man just said with a straight face that going to a global conference on climate change was a "powerful rebuke" to terrorism. That's weapons grade delusional.
Because paying attention to the terrorists means they win, while ignoring them no matter how enabling it actually is, proves our moral superiority. Or something along those lines? Yeah, clueless about captures it.
