Well, to be fair it does say they will be sent to non-violent mental health related calls. But this doesn't sound new to me because social workers have been and are currently deployed to non-violent mental health related calls.
I agree overall though, it won't take long for a bad event to cause this to go off the rails. They'll start being deployed with backup instead of calling for backup. Calling for backup never works in a violent situation because it's usually already too late.
