This can still happen!! Technically Congress can do something but they are not going to do anything because (1) it's stupid and (2) it brings up the no conviction debate to the Supreme Court, which is a different headache and one that only the loonies are holding out hope to see.
The attempts to cope are actually so bizarre, they are sad.
